The qualification you need depends on your role. Stop/slow controllers need only the basic ticket, supervisors implementing approved plans need the implement ticket, and those preparing or designing traffic management plans need the top-tier design qualification. Buying the highest ticket when you only stand at the stop/slow bat is wasted money.
A key trap is portability and expiry: tickets are not transferable between states because the units and terminology differ (NSW's plan-based system versus Victoria's scheme-based one), and legacy RMS colour cards expire three years from issue.
