💡Ceramic rewireable fuses are the red flag that turns a switchboard job into a bigger conversation. A board still running ceramic fuses is typically pre 1980 and the wiring behind it is often the same vintage, which in many homes means rubber or early PVC insulated cable that has gone brittle. An electrician upgrading the board will test the existing circuits, and if the insulation resistance fails, the board cannot simply be swapped over, because you would be putting modern protection on cable that is not safe to energise. In that situation a partial or full rewire at $4,000 to $15,000 becomes the real job, and the switchboard is one line in it.

💡Asbestos backing boards were standard in Australian switchboards until the mid 1980s, and disturbing one is a licensed removal activity. The board looks like a flat grey or off white fibrous sheet behind the fuses. It must not be drilled, cut or broken. A licensed asbestos removalist typically charges $500 to $1,500 for a small residential switchboard panel including safe disposal and a clearance, and the electrician cannot legally proceed until it is removed. If your home was built before 1990 and the board has never been replaced, assume it is there and budget for it.

💡A safety switch and a circuit breaker do different jobs. A circuit breaker protects the wiring from overload and short circuit. An RCD, or safety switch, detects current leaking to earth and disconnects in about 30 milliseconds, which is what protects a person from electrocution. Having breakers does not mean you have safety switches.

  • Have the board done at the same time as any other significant electrical work. If you are adding air conditioning, installing solar, putting in an EV charger or renovating a kitchen, the switchboard almost always needs attention anyway, and combining them means one mobilisation, one shutdown and one set of testing rather than three. Doing the board as part of a larger job typically costs 20 to 30 percent less than calling the electrician back specifically for it.
  • Get the scope in writing before work starts, particularly around what happens if the existing wiring fails testing. The most common bill shock in this trade is a quoted board swap that turns into a partial rewire once the electrician tests insulation resistance on old circuits. Ask the quoting electrician to state what they will do and what it will cost if a circuit fails, so you find out the exposure before the power is off and the board is in pieces.
  • Do not pay for more circuit capacity than you can justify, but do leave physical space. A larger enclosure with spare DIN rail positions costs very little extra at the time of installation and saves a full board replacement later when you add solar, a battery or an EV charger. Specify an enclosure with at least four to six spare pole positions rather than one sized exactly to today's circuits, which is a cheap decision now and an expensive one to retrofit.
  • Check whether your state offers any rebate or subsidy on safety switch installation before you book. Several states have run targeted programs for RCD upgrades in older housing and for rental compliance, and eligibility and amounts change from year to year. It is a five minute check on your state energy or fair trading website and occasionally worth several hundred dollars, particularly for pensioners, concession card holders and landlords upgrading rental stock.

What a switchboard upgrade costs in 2026

For a typical Australian home in 2026, a straightforward switchboard upgrade replacing an existing circuit breaker board with a modern enclosure, new breakers and full RCD protection runs $900 to $2,200. A board still running ceramic rewireable fuses is a bigger job at $1,500 to $3,500, because the electrician is replacing everything rather than transferring circuits, and the existing wiring needs to be tested before it is connected to new protection. Adding an asbestos backing board removal adds $500 to $1,500. Upgrading the supply from single to three phase takes the total to $3,500 to $8,000 once distributor charges, metering and any service main work are included. At the small end, adding a single safety switch to an otherwise adequate modern board is $150 to $350 for the device plus labour, and is the cheapest meaningful safety improvement available in most homes.

Safety switches, RCDs and what the rules actually require

The term safety switch and the term RCD, meaning residual current device, describe the same thing, and it is a fundamentally different device from a circuit breaker. A circuit breaker protects the cable from overload and short circuit. An RCD monitors the current flowing out on the active and back on the neutral, and if it detects an imbalance of around 30 milliamps, meaning current is leaking somewhere it should not be such as through a person, it disconnects in roughly 30 milliseconds. That speed is what makes it a life safety device. Under the current wiring rules, new and altered domestic final subcircuits require RCD protection, and every state now requires RCD protection on at least power and lighting circuits in a home. The practical position is that any board being upgraded today will be built with RCDs, most commonly as RCBO devices that combine the RCD and the circuit breaker in one module per circuit, which is more expensive than shared RCDs but means a fault on one circuit does not black out half the house.

Ceramic fuses and why they trigger a bigger job

If you open your meter box and find porcelain fuse carriers with fuse wire inside, you are looking at technology from before 1980 and a board with no earth leakage protection at all. Replacing that board is straightforward in itself, but the reason it costs more is what usually sits behind it. Homes with original ceramic fuse boards frequently have original wiring, and in Australia that means rubber insulated cable in pre 1960s homes and early PVC in the decades after, both of which become brittle and lose insulation resistance with age and heat. A competent electrician will test insulation resistance on every circuit before energising a new board, and if circuits fail those tests, connecting them to a new board is not an option. At that point you are looking at a partial rewire of the failed circuits or a full rewire, which for a typical three bedroom home is $4,000 to $15,000 depending on access, ceiling space and whether walls need to be opened. This is why an honest quote on an old fuse board is conditional, and why you should ask what happens if a circuit fails testing before the job starts.

Asbestos backing boards

Until the mid 1980s the flat sheet that switchboard components were mounted on was commonly an asbestos containing fibre cement product, chosen precisely because it was fire resistant. It is entirely safe while undisturbed and sealed, and it becomes a hazard only when it is drilled, cut, broken or sanded, which is exactly what happens during a board upgrade. It is not the electrician's work to remove it. Under work health and safety law it must be removed by a licensed asbestos removalist, who will isolate the area, remove the panel intact where possible, package and dispose of it through a licensed facility, and provide documentation. For a small residential switchboard panel that service typically costs $500 to $1,500. If your home was built before 1990 and the board has never been replaced, assume the backing board contains asbestos and budget for its removal, because discovering it on the day means a stopped job and a rescheduled electrician.

Three phase, solar, batteries and EV charging

Demand on domestic switchboards has grown enormously, and a board sized for a 1970s house with a stove and a hot water service is now being asked to carry ducted air conditioning, an induction cooktop, solar with a battery and possibly an EV charger. Single phase supply is adequate for most homes, but the practical ceiling is around 63 to 80 amps depending on your service, and a home combining ducted air conditioning, induction cooking and a fast EV charger can approach it. Upgrading to three phase is not simply a switchboard change. It requires an application to your electricity distributor, likely new consumer mains from the point of attachment, a new meter, and in some cases network side work, and the distributor and metering charges alone commonly add $1,500 to $4,000 with lead times of weeks to months. If you are adding solar, a battery or an EV charger, tell the electrician at quoting time so the board is built with the isolation, the spare capacity and the physical space those systems need, because retrofitting them into a board sized exactly to today's circuits means replacing it again.

Licensing, certification and insurance

There is no lawful DIY path here. In every Australian state and territory, work on a switchboard is restricted electrical work that only a licensed electrician may perform. On completion, the electrician must test the installation and issue the compliance documentation required in your state, which is a Certificate of Electrical Safety in Victoria, a Certificate of Compliance for Electrical Work in New South Wales, and equivalent documents elsewhere. Keep that certificate, because it is what you will need at sale, at a rental compliance inspection and, critically, in the event of an insurance claim following an electrical fire. Home insurance policies routinely exclude loss caused by non compliant or unlicensed electrical work, so the certificate is not paperwork for its own sake, it is the evidence that the work was done lawfully.

When to upgrade, and the warning signs

Some triggers are obvious and some are not. Upgrade if you still have ceramic fuses, if you have no safety switches, if the board is visibly full with no spare positions, or if you are adding a major load such as air conditioning, solar or an EV charger. Less obvious signs that a board is past its life are breakers that trip without an identifiable cause, a burning or hot plastic smell at the meter box, discolouration or scorch marks around terminals, an audible buzzing or crackling, or a board that feels warm to the touch. Any of those warrant a call to an electrician promptly rather than at your convenience. For a house being bought or sold, a pre purchase electrical inspection at $200 to $400 will tell you whether the board and wiring are current, which is worth doing on anything built before about 1990 given the difference between a $1,500 board swap and a $12,000 rewire.
