Ask every provider for the dollar figure left after fees, not the headline package amount. Two providers on the same Level 4 budget of about $61,400 can leave you thousands of dollars apart once care-management and package-management percentages come out. Under the older Home Care Package rules those percentages were set by the provider and ranged from roughly 15 to 35 per cent combined, so a 20-point spread on a Level 4 budget is real money, around $12,000 a year of usable care. Get the deduction in writing before you sign.
Do not let unspent funding pile up and then panic. Under transitional packages, unspent money followed you between providers and could build into a large surplus; under Support at Home from November 2025 the budget is paid quarterly and unspent amounts roll forward only up to a capped buffer (commonly the lesser of $1,000 or 10 per cent of the quarterly budget). If you are carrying a big surplus, bring forward equipment, allied-health visits or extra hours rather than losing the buffer at quarter's end.
Pay the basic daily fee if you can afford it. It is set at about 17.5 per cent of the single Age Pension (roughly $12-13 a day) and, crucially, it is added on top of your government funding rather than deducted from it, so every dollar you contribute buys extra care hours. Waiving it does not save the government money for you; it simply shrinks the pool of hours your provider can roster.
Check the income-tested care fee before assuming you owe it. Full pensioners pay nothing; the fee only bites for part-pensioners and self-funded retirees, and it is capped at an annual amount (around $13,000-$19,000 depending on category in 2026) and a lifetime cap shared with residential care of roughly $84,000. Ask Services Australia for an income assessment so you are not over-charged, and so the cap counts toward any future move into a nursing home.
